The Planning and Compulsory Purchase Act 2004 heralded the start of a new planning regime that Government ministers at the time claimed would 'make better plans and make better planning decisions more quickly'.
Under this regime, local authorities must accept Government imposed targets and report to their regional authority on how they will meet them through implementation of the LDF.
Critics suggested at the time that the legislation could make the planning system overly complicated and less democratic.
